Inauguration of Marine library of Dulongjiang Township Central School 

In April, the Gaoligong Mountains at the junction of Yunnan and Tibet show the beauty of four seasons, where the Derung Tribe, one of the "directly-transformed ethnic groups", has lived for thousands of years. The Derung Tribe is also one of the less populated ethnic groups in China, with only 4,000 people. Bordering Myanmar, this region is also a border area of China. Although the traffic has been improved in recent years, it takes more than 9 hours to drive from the nearest Baoshan airport to Dulongjiang Township. On the morning of April 16, Pan Xinchun, Deputy President and Secretary General of China Oceanic Development Foundation, accompanied by Pan Weikang, Standing Committee Member and Vice Governor of Nujiang Prefecture, attended the inauguration ceremony of the marine library in Dulongjiang Township Central School. Liu Fulong, Deputy Director of Science, Education and Culture Department of China Oceanic Development Foundation, Li Yan, Business Director of Maritime Silk Road Department, Zhang Haoqiang, Deputy Director of Business Development Division of Market Development Department of CCCC (China Communications Construction Company Ltd.), Tao Wei, Senior Director of Party Committee Work Department, Lin Chonghui, Standing Committee Member and Vice Governor of Gongshan County, He Wenbao, Secretary of Party Committee of Dulongjiang Township and more than 200 teachers and students of the Central School attended the ceremony. The ceremony was presided over by He Songping, Director of Education and Sports Bureau of Nujiang Prefecture.

Pan Xinchun, Deputy President and Secretary-general, firstly introduced the knowledge of the ocean to the students and introduced the ocean to be the cradle of life, the treasure house of resources, the main thoroughfare of transportation, the home of wind and rain, the base of scientific research, the battlefield of rights and interests, and the main body of carbon sequestration. He introduced the contents of the ocean-related talents cultivation program of "Donating Marine Libraries, Cultivating Youth Talents", which include donating marine books, giving lectures on marine knowledge, training geography teachers, organizing marine knowledge competitions and cultural activities, holding summer and winter camps, convening principals' symposiums and other series of ocean science popularization activities, and awarding scholarships to students who are admitted to ocean majors. He urged schools to achieve "three in and one out" for the ocean-related talents cultivation program, i.e. introducing marine knowledge into the classroom, marine books into school bags, marine awareness into activities and producing outstanding marine talents. "Introducing marine knowledge into the classroom" means that teachers lecture about marine knowledge, such as marine resources, marine environment, marine geography, marine culture, marine military and other content, incorporating marine content into the teaching plan, taking marine lectures as part of performance assessment, and teachers are encouraged to run more marine lectures; "Introducing marine books into school bags" means that students consciously read marine books, write reading reviews, making marine books their inspirational pabulum, mentors and friends; "Introducing marine awareness into activities" means the organization of marine knowledge contest, classroom exams, reading review display, hand painting, design and exhibition activities according to the book contents. "Producing outstanding marine talents" means to inspire more students to be admitted to university and major in marine through reading marine books. Finally, he wished the students to learn knowledge about the ocean happily in the ocean of knowledge, read marine books, set marine aspirations, become marine talents, and be the successors of Xi Jinping's socialist cause with Chinese characteristics in the new era.

Pan Weikang delivered a speech on behalf of the Nujiang Prefecture Party Committee and Government. He first thanked the China Oceanic Development Foundation for its concern for the education in Dulongjiang Township and expressed his warm welcome and heartfelt thanks to the arrival of Pan Xinchun, Deputy President and his entourage. He said that in 2018, the Derung Tribe has achieved poverty eradication from overall poverty, creating a miracle of "one step across a thousand years" in the history of poverty alleviation in the world. From Premier Zhou Enlai's decision to name it as  "the Derung Tribe" according to the wishes of the ethnic group, to General Secretary Xi Jinping's personal approval and personal meeting, the Derung Tribe has received the attention of the highest leaders of the Party and the State, and has received great help and support from the Yunnan Provincial Party Committee and Provincial Government. It's the first township and ethnic group nationwide that received promotion and assistance from authorities as a whole and become the model of targeted poverty elimination of the Party and the government on "directly-transformed ethnic groups" and ethnic groups with less population. He hopes that all teachers and students of Dulongjiang Central School would bear in mind the Foundation's donation, build and utilize the marine library well. He also expects the school to actively organize students to study in the library, integrate marine knowledge into daily education and teaching, and strive to cultivate students' awareness of learning about and loving the ocean, so as to live up to the initial intention of China Oceanic Development Foundation to build the library.

Deputy Director Zhang Haoqiang delivered a speech on behalf of CCCC . He first expressed his gratitude to China Oceanic Development Foundation for its support to the education of Nujiang Prefecture, which CCCC provided counterpart assistance to. He briefly introduced CCCC Group, the leading mega infrastructure service provider worldwide which ranked 78th in the world's top 500 companies. It ranked top in the world in the following aspects, namely, the world's largest company of port design and construction, the world's largest dredging company, the world's largest container crane manufacturing company and the world's largest offshore oil rig company. CCCC has been actively fulfilling its social responsibility as a central enterprise, and has formed a point-to-point support relationship with the government of Nujiang Prefecture. It invested heavily in transportation infrastructure construction, industry introduction, talent training and cultural and educational work. Although Dulongjiang is located in the frontier, the children's dream of aspiring to ocean will not be stopped. Next, CCCC Group will continue to join hands with China Oceanic Development Foundation to provide students with opportunities to get close to ocean. The Group hopes that the students will develop good reading habits, read more, read good books, harvest knowledge and happiness in learning, become the mainstay of the country soon and build their hometown into a better place with knowledge.

Zhu Xinlan of class 1 of 6th grade expressed her desire to read marine books and her longing for ocean as a student representative. She said that the donation of more than 9,900 books was like bringing manna of knowledge to the students and enriched their spare time. Now the school sets a regular reading class every week for students to read books in the library. Beyond that, students can also borrow books from Mr. Tao. The books donated by the Foundation have become indispensable nourishment for the mind of her and her classmates.

Before the inauguration ceremony, Deputy President and Secretary General Pan Xinchun visited the Nujiang Spice Industrial Park of CCCC. Accompanied by Vice Governor Pan Weikang and Director He Songping, he visited four schools in Dulongjiang Township, and exchanged views with Gao Derong, former Governor of Gongshan County, and villagers on the development and living conditions of the Derung Tribe. In Nujiang Spice Industrial Park, General Manager Li Yong introduced the situation of poverty alleviation in Nujiang by CCCC in recent years. Relying on the positioning of Nujiang Prefecture as one of the three most biodiverse regions in the world, the Company in Nujiang has developed grass and fruit industry with its own characteristic to drive the local community out of poverty. It has also built a number of schools and bridges in Nujiang, contributing CCCC wisdom and CCCC solutions to local education and transportation. During his visit to the other three schools in Dulongjiang Township, Secretary General Pan communicated with the relevant persons in charge respectively, especially at the Dulongjiang border checkpoint, where the soldiers guarding the border not only shoulder the duty of guarding the country, but also serve as teachers, health workers and family mediators etc. for local students. He was very concerned about the development of the school and the healthy growth of the students. As the Derung people live on the border between China and Myanmar and shoulder the heavy responsibility of guarding the border, it's required to put emphasis on their children's education and provide assistance to their daily life, so that they can guard this beautiful land for the country without distractions. Known as the old governor, Gao Derong is highly respected by the Derung people. He is a representative of the 19th National Congress and was the governor of Gongshan County. In 2020, he received the national honorary title of "People's Role Model" and was received twice by General Secretary Xi Jinping. He was satisfied with the development of the Derung Tribe and thanked the Party and the State for its help. Secretary General Pan inquired about Gao's work and life after retirement. Gao was still concerned about the development of the Derung Tribe and would continue to lead the Derung people to live a happy life.

Deputy President and Secretary General Pan Xinchun visited the former site of the Bapo Primary School, the first school for Derung students, which was broken by a rolling stone in 2020 and all students moved to the Dulongjiang Township Central School. The county government will renovate it next.
