A Case Study of Transboundary Marine Spatial Planning——A Marine Spatial Planning for Xiamen-Jinmen Sea Area jointly developed by the Taiwan Strait

The Xiamen-Jinmen Sea Area is a sea area formed by the urban agglomeration of Xiamen-Zhangzhou-Quanzhou in Fujian Province and Jinmen County in Taiwan Province. It has an important strategic position in the national economic and social development of both sides of the strait. Under the funding of the China Oceanic Development Foundation, Xiamen University undertook the Xiamen-Jinmen Marine Spatial Planning Project, with the aim of cooperating with scientists from both sides of the Taiwan Straits to carry out investigation and analysis of the status of the natural and social attributes of the research area to determine the main contradictions and management tasks, formulate a variety of space utilization prospects according to the scenario analysis, and finally determines a suitable marine space plan through combinations and comparisons. The project will also connect stakeholders from both sides of the strait closely through in-depth interviews, organizational meetings, information disclosure and communication, and focus on regional hotspot issues such as cross-border fishing, sand mining, and protection of rare animals, and eventually establish a database atlas of trans-boundary ocean spatial planning. 

At present, Xiamen University has decided to cooperate with Jinmen University, and organized the first “Xiajin Sea Marine Spatial Planning Seminar” in Jinmen on October 25-26, 2019 to discuss the project work and initially build a cooperation framework, and also completed part of the data collection and data analysis work.
