Second Working Meeting of Marine Spatial Planning Academy of China Oceanic Development Foundation Held in Qingdao

The second working meeting of Marine Spatial Planning Academy of China Oceanic Development Foundation was held in Qingdao on December 15th, 2019. More than 50 people have attended the meeting, including members of the Management Committee of the Academy, President, Deputy President, liaison officers of member units and main project leaders. Lv Bin, Deputy President of China Oceanic Development Foundation and Executive Deputy Director of the Management Committee of the Academy, attended the meeting and delivered a speech. The meeting was chaired by Pan Xinchun, Secretary-General of China Oceanic Development Foundation and President of the Academy.

Deputy President Lv Bin gave a welcoming speech and a concluding speech at the meeting. He said that since its establishment in December 2018, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, under the leadership of the Management Committee and the Academy Affairs Committee of the Academy, and with the support of the Secretariat and member units of the Academy, the Academy has actively implemented the Belt and Road Initiative, built a maritime community of shared future, served the construction of a Marine Potestatem, and supported the construction of the national spatial planning system, which has fully played the role of social organization and achieved remarkable results. He also emphasized that all member units would focus closely on the overall requirements of the Academy and actively promote various work with outstanding highlights, which is of far-reaching significance for the establishment of China's image, the promotion of China's programs and the building of an international brand. Lv Bin also pointed out that the work of the Academy in 2020 should closely concentrate on the national strategy and the spirit of the 19th National Congress of the Communist Party of China, focus on the purpose and objective of the establishment of the Academy, and make every effort to implement the next work. First, the main leaders of all member units should personally take charge of the project, and the leaders in charge should be responsible for the particulars, regularly listen to the reports on the progress of the project, and timely study and solve the existing difficulties and problems. Second, all member units should strive to expand the scope of cooperative countries, enabling China's plan and wisdom to benefit more developing countries and regions, truly contributing to the shared destiny of China and developing coastal countries, promoting the sharing of opportunities for marine development, and leading the new trend of global ocean governance. Third, all member units should constantly come up with new ideas and accelerate the deployment of existing work on the ground to bring new achievements around the construction of the Belt and Road Initiative. When the work of the Academy involves a wide range of areas and has important strategic significance, it requires strong support and collaboration from all sides. He hoped that while the Academy is working hard to carry out various tasks, it should also vigorously strengthen its own construction, explore the working mechanism and operating rules of its open cooperation and win-win platform, and establish an orderly command system with efficient operation, achieving flexible management and ordered advancement, truly complementing each other's advantages and realizing win-win cooperation; All member units should regard the current key work of the Academy as their own important business work, give full play to their own advantages in resources and talents and support the Academy to explore new fields to achieve new achievements and new breakthroughs.

President Pan Xinchun gave a work report at the meeting. He said that the work of the Academy has been highly valued by the Central Foreign Affairs Leading Group, the Ministry of Foreign Affairs, the Ministry of Natural Resources, the Ministry of Commerce and other ministries and has been fully recognized and supported by developing countries. In the past year, the Academy has actively carried out the international cooperation project of "Promoting Spatial Planning Advancing Blue Economy". Through the implementation of the project, the Academy has promoted the Foundation to sign MOUs with seven countries including Madagascar, Pakistan, Bangladesh, Thailand, Fiji, Panama and Guyana, as well as the Pacific Islands Development Forum (PIDF); Training courses on marine spatial planning in Bangladesh and Thailand have been held; and Chinese marine entrepreneurs have been organized to visit Guyana on the spot. These activities have made important contributions to the promotion of Chinese culture, helping Chinese enterprises to find more development space and promoting the development of marine economy. Pan pointed out the main work of the Academy in 2020 as following: First, continue its work from four aspects, namely assisting in the preparation of marine spatial planning, helping to train marine managers, developing blue economy and promoting capacity building related to sea area management; Second, compile guidelines and teaching materials for marine spatial planning cooperation based on the planning of China's marine main functional areas and marine functional zoning, by focusing on helping the recipient countries develop their economies and absorbing the excellent concepts of other countries; Third, promote Chinese enterprises’ investment projects in recipient countries by relying on the Blue Economy International Alliance led by China Oceanic Development Foundation; Fourth, carry out the problem-oriented domestic applied research projects for reference by Chinese government departments in decision-making; Fifth, increase the publicity of the Academy and actively carry out international technical exchanges on marine spatial planning.

Six members of the Management Committee of the Academy, including Yu Zhigang, President of Ocean University of China, Li Tiegang, Director of the First Institute of Oceanography of the Ministry of Natural Resources, He Guangshun, Director of the National Marine Data and Information Service, Chen Wujun, Secretary of the National Ocean Technology Center, Hou Chunyang, Director of the Island Research Center of the Ministry of Natural Resources, and Liu Yongman, General Manager of China Communications Water Transportation Planning and Design Institute, expressed many constructive opinions and suggestions on the work of the Academy.

At the meeting, the Deputy presidents and representatives of the member units of the Academy reported their work in 2019. Chen Wujun, Secretary of the National Ocean Technology Center, Wei Zexun, Deputy Director of the First Institute of Oceanography of the Ministry of Natural Resources, Wang Xiaobo, Secretary of the Second Institute of Oceanography of the Ministry of Natural Resources, Chen Hui, Director of the Island Research Center of the Ministry of Natural Resources, Han Limin, Professor of Ocean University of China, Xue Xiongzhi, Professor of Xiamen University, Qian Liming, Deputy General Manager of China Communications Water Transportation Planning and Design Institute, and Zhang Bin, Deputy President of Tus-Design Group, reported on marine spatial planning cooperation projects in nine countries including Thailand, Panama, Papua New Guinea, Mozambique, Bangladesh, Sri Lanka, Mauritius, Fiji, Guyana, as well as the progress of China's high-quality development of island tourism and the marine spatial planning project in the Xiamen-Kinmen sea areas. Chen Xiaofeng, Director of the Third Institute of Oceanography of the Ministry of Natural Resources, Wang Jiangtao, Director of the National Marine Data and Information Service, Wang Quanming, Senior Engineer of the National Marine Environmental Monitoring Center, Zhu Haishan, President of the Planning and Research Institute of CNOOC Research Institute, and Lian Zhangfei, Director of the Fujian Institute of Oceanography, reported on the work in remediation and restoration, coastal zone special research, land spatial planning, offshore oil and gas exploration and development, and international training, etc.

Xiang Youquan, Deputy Secretary-General of the Foundation and Deputy President of the Academy announced two decisions on behalf of the Foundation: Chen Wujun of the National Ocean Technology Center will replace Han Jiaxin as the member of the Management Committee of the Academy and the Executive Deputy President of the Academy; Fujian Institute of Oceanography will be added as a member unit of the Academy, and Director Lian Zhangfei will serve as the Deputy President of the Academy. At present, there are 13 member units of the Academy.

After the working meeting, the Academy held a seminar on international cooperation in marine spatial planning. President Pan Xinchun explained the key problems and countermeasures in the implementation of marine spatial planning project, defined the project orientation, and introduced the concepts, methods, procedures and requirements of international cooperation, which is of great guiding significance for future work. Deputy President Xiang Youquan explained the project management methods of the Academy, illustrated the project application procedures, implementation steps and budget management, and further standardized the project management rules. Chen Wujun, Secretary of the National Ocean Technology Center, explained the key technologies of marine spatial planning and the practical cases in Cambodia, fully expounding the methods, procedures and main issues to be concerned in the preparation of marine spatial planning in the recipient countries. Subsequently, the participants exchanged and discussed the hot issues in the implementation of current marine spatial planning projects. Through discussions and exchanges, such achievements have been obtained as the further unified understanding of marine spatial planning and effectively expanded working ideas for member units, as well as enhanced confidence and determination to carry out international cooperation.
