Working Meeting of Marine Spatial Planning Academy of China Oceanic Development Foundation Held in Xiamen

The working meeting of Marine Spatial Planning Academy (the Academy) of China Oceanic Development Foundation was held in Xiamen on January 20th, 2019. More than 30 people attended the meeting, including members of the Academy Affairs Committee, liaison officers of member units and key members of the Academy Secretariat. Pan Xinchun, Secretary-General of China Oceanic Development Foundation, Deputy Director of the Management Committee of the Academy and President of the Academy attended the meeting and delivered a speech. The meeting was chaired by Xiang Youquan, Deputy Secretary-General of China Oceanic Development Foundation and Deputy President of the Academy.

In his speech, Pan Xinchun pointed out that in 2019, the Academy should work around three aspects:

First, implement the Belt and Road Initiative, by deeply participating in global ocean governance, actively and solidly carrying out marine space planning cooperation with countries along the Maritime Silk Road and island states to support them to prepare marine space plans including coastal zones, publicizing China's marine space planning concepts, promoting China's marine governance solutions, promoting Chinese enterprises' advanced industries, production capacity, technology, and management to go global, and promoting the rapid economic and social development of these countries;

Second, serve the construction of China's territorial spatial planning system and conduct research guided by the ecological civilization thought in the new era and closely around the theory, method and practice in establishing the territorial spatial planning system, as well as the relationship between marine spatial resources protection including the coastal zone, overall planning of spatial elements, optimization of spatial structure, improvement of spatial efficiency and spatial rights equity. At the same time, it is necessary to carry out research on major issues such as reclamation stocks, offshore wind power, marine pastures, abandoned oil platforms and artificial islands, marine ecological restoration, marine ecological construction, etc., and provide advice and technical support for government departments;

Third, innovate the operation mechanism and various management systems of the Academy to in order to do all things by system including managing people, managing affairs, ensuring operation, promoting development and uniting the strength of all member units, and maximize the potential, strength, work enthusiasm, and initiative of everyone to build the Academy into a large platform with standardized management, efficient operation, and ability to think, manage, and accomplish things.

At the meeting, Peng Wei, Deputy President of the Academy and Deputy Director of the National Ocean Technology Center, made a presentation on the drafting of the Working Rules of the Secretariat of Marine Space Planning Academy of China Oceanic Development Foundation (Draft) and the Interim Measures for Project Management of Marine Space Planning Academy of China Oceanic Development Foundation (Draft) submitted by the Secretariat of the Academy. All member units reported the preliminary ideas of the projects to be applied for in 2019. The meeting has reviewed and approved the above two drafts in principle, conducted in-depth discussions on the work of the Academy in 2019, and put forward many constructive opinions and suggestions.

President Pan Xinchun gave a concluding speech, which fully affirmed the importance attached by member units to the work of the Academy. He said that all member units had been closely focused on the overall requirements and work priorities put forward in the work report of the first meeting of the Academy, reported the project schemes that could give full play to their respective advantages, and put forward high-level and targeted suggestions. In foreign planning, industrial park planning and other aspects, member units have rich working experience and profound working foundation, which can provide important reference for future project implementation. Pan pointed out that the projects carried out by the Academy in 2019 should be highly consistent with the national strategy and the spirit of the 19th National Congress of the Communist Party of China and focus on the purpose and objective of the establishment of the Academy. The key lies in two aspects. One is to make due contributions to the establishment of China's territorial spatial planning system, and the other is to implement the Belt and Road Initiative and deeply participate in the global ocean governance. The marine spatial planning is the core for the Academy to participate in the global ocean governance. In the future, the work of the Academy should focus on how to carry out the marine spatial planning. The projects of the Academy should be carried out without losing any time when the conditions are prepared. For example, in Bangladesh, Thailand, Fiji, Guyana, Bahamas and other countries, there are basically the foundation and conditions for carrying out the marine spatial planning, so we will push forward the work this year. Under the guidance of the ecological civilization thought in the new era, the domestic work should include carrying out practical and effective research work, aiming at promoting the overall planning of land and sea and oriented by the current marine problems, to provide good services for the establishment and improvement of the management system of national land space use and promote marine ecological restoration.
