China Oceanic Development Foundation Held Expert Demonstration Meeting of Ocean Space Planning Project in Beijing

In order to promote the smooth development of marine space planning projects, from June 28 to 29, 2019, China Oceanic Development Foundation (hereinafter referred to as the Foundation) held an expert demonstration meeting on marine space planning projects in Beijing. The meeting invited nine experts from Peking University, Nanjing University, China International Engineering Consulting Co., Ltd., China Agenda 21 Management Center and other units to form a review team and conducted proof for the 18 projects applied by the Ocean Space Planning Academy member units in 2019. The Secretary-General Pan Xinchun, Deputy Secretary-General Xiang Youquan, and project leader of the project unit attended the meeting. The meeting was chaired by the Deputy Secretary-General Xiang Youquan. The Secretary-General Pan Xinchun made a speech at the meeting and made a summary of the meeting.

At the meeting, the Secretary-General Pan Xinchun welcomed and thanked the experts who were invited to the meeting, and introduced the background, tasks and development direction of the foundation's marine space planning to the participating experts. Subsequently, the persons in charge of the 11 project units reported on the project establishment basis, research content, implementation plan, technical route, existing work basis, and expected results. After listening to the report, the experts carefully reviewed the project materials, inquired and discussed related issues, scored each project, and made relevant comments and suggestions.

After demonstrating, the expert group agreed that advancing international cooperation in marine spatial planning is of great significance for implementing the "One Belt and One Road" initiative, building a community of marine destiny, and promoting China's participation in global ocean governance; Research on major issues in China's current marine spatial planning has an important impact and role in establishing China's territorial space planning system and promoting the rational use and sustainable development of marine resources. Domestic research projects should focus on the focal and difficult issues in current marine space planning and use control. International cooperation projects should fully consider the actual needs of developing countries along the maritime Silk Road, and focus on outstanding issues in the development of local marine economic and social development with the support of the host government; Through the preparation and implementation of national or regional marine space plans along the Silk Road, the research project will carry out practical and efficient cooperation assistance projects, promote China's ties and cooperation with relevant countries, and play a substantial role in building the 21st Century Maritime Silk Road.

In the end, the expert group unanimously agreed that 10 projects including Thailand, Papua New Guinea, Panama, Mozambique, Bangladesh, Sri Lanka, Mauritius, Fiji ’s marine space planning research, high-quality development research on China ’s island tourism, and marine space planning in the Xia-Jin Sea area were approved .

The expert demonstration not only provided comprehensive guidance for the project established by the Marine Spatial Planning Academy, but also marked the comprehensive development of the Marine Spatial Planning work of the Academy, which played a good role in promoting the future project.
