CODF successfully held the Blue Economic Entrepreneurs International Forum in Shenzhen

On October 14, the Blue Economic Entrepreneurs International Forum was successfully held in Shenzhen (hereinafter referred to as the Forum). As a part of the China Ocean Economic Expo 2019, under the guidance of the Ministry of Natural Resources of the People's Republic of China, the forum is sponsored by the CODF (hereinafter referred to as the Foundation) and hosted by Shenzhen Yantian Port Group Co., Ltd. More than 380 representatives of Chinese and foreign companies, experts and scholars from more than 150 offshore oil and gas, emerging marine industries, port transportation, engineering equipment and other fields gathered together to discuss the blue economy development plan.

    The opening ceremony of the forum was presided over by the President Sun Zhihui. The President Sun pointed out in his hosted speech that the theme of this forum is "cooperation · innovation · development". It aims to organize Chinese and foreign entrepreneurs to explore vigorously expanding the blue economic space, scientifically developing and utilizing marine resources, effectively protecting the marine ecological environment, and promoting Technical equipment, implementation paths, policies and measures for high-quality development of the marine economy. This forum will explore new development opportunities, development momentum, and development space for world enterprises brought by the high-quality development of China's marine economy and the construction of important strategic regions such as in the Greater Bay Area of Guangdong, Hong Kong, and Macao. This forum will also explore the cooperation subjects, cooperation models, and cooperation benefits of enterprises from various countries actively participating in China's marine economic construction.

In his speech, the Director Wang Hong stated that the development of China's marine economy has made great achievements that attract worldwide attention along with the pace of reform and development. In 2018, the total output value of China's marine economy has reached 8.3 trillion yuan, accounting for 9.3% of GDP, providing nearly 37 million jobs. The marine economy has formed a complete and independent industrial system. With the new round of scientific and technological revolution and industrial reforms being bred up and emerging globally, new technologies, new industries and new business forms in the marine sector are constantly emerging. Wang Hong hopes that a platform for global blue economy exchanges and cooperation can be truly built to work together to do more for the development of the blue economy. In the end, he put forward three suggestions for “deeply participating in regional development strategies, actively building blue partnerships, and cooperating to improve marine innovation capabilities”: (1) Make good use of the mutual trust and mutual benefit blue communication platform. This forum will promote the establishment of the Blue Economy International Alliance, and use it as a platform for exchanges and cooperation among governments, enterprises, research institutions and think tanks. This platform is not a talking hall, but an engine. Through the exchange of ideas and conflicts of views, everyone can gather consensus on the scientific use of marine resources, promoting of the high-quality development of the marine economy, and participating in global ocean governance; (2) Deepen blue industry cooperation with complementary advantages. The companies participating in today's forum come from oil and gas development, equipment manufacturing, engineering construction, information services and other fields. They are all influential offshore companies. He hopes that everyone will uphold the principles of mutual trust, mutual assistance and mutual benefit, effectively mobilize and integrate funds, technology and human resources, carry out pragmatic cooperation throughout the industry chain, jointly expand the blue market, share blue technology, cultivate blue momentum, and promote blue growth; (3) Consolidate and expand the blue partnership. In June 2017, the Chinese government released the “One Belt and One Road” initiative to build maritime cooperation, in which building of a blue partnership and promoting  of blue economic cooperation are the core point. At present, the Chinese government has established a blue partnership with the EU and Portugal, and established the China-Europe Blue Industrial Park in Shenzhen as an important part of building a community of human destiny, especially of building a community of marine destiny. The establishment of blue partnerships with the world's major coastal countries is also actively progressing. We sincerely welcome friends from the business circles of all countries to participate in them, and carry out extensive and in-depth cooperation in marine science and technology, marine economy, marine ecology, marine governance and other fields to develop common interests and promote common well-being.

In his speech, Yang Soppara explained the current state of global ocean governance and the marine economy, and analyzed future development trends. In his speech, Yang Hong said that Shenzhen has gathered more than 7,000 sea-related enterprises, and the trend of industrialization and scale gradually emerged. In the first half of 2019, Shenzhen's marine production value was 122.9 billion yuan, an increase of 6.3% year-on-year, accounting for 10.1% of GDP. It is reported that after the alliance was launched, it has received positive response from Chinese and foreign companies. Up to now, more than 170 Chinese and foreign companies have signed up for the alliance.

The Blue Economy International Alliance will be an innovative way for their sustainable development of marine resources. It is hoped to strengthen cooperation and develop research platforms and technologies that coexist with people and the environment, to ensure sustainable use of marine-based resources. Pacific Island Forum member countries have increasingly engaged in bilateral exchanges with China, and have also established strong partnerships with other stakeholders at the national and regional levels.

The signing ceremony of the memorandum of understanding between the CODF and the Pacific Island Development Forum on cooperation in the blue economy and marine space planning was also held at the opening ceremony of the forum. The CODF Secretary-General Pan Xinchun and the Secretary-General of the Pacific Island Development Forum Solo Mara attended the signing ceremony on behalf of both parties. The Pacific Island Development Forum will cooperate with the CODF in the development of a blue economy, the preparation of marine spatial plans, and the training of marine talents to establish a blue partnership. The project "Fiji Marine Spatial Planning Project", which is funded by the CODF and co-operates with the Pacific Island Development Forum, has been officially implemented. The development of marine spatial planning can promote the growth of the blue economy and ecological environment protection, enhance the Pacific Island region's ability to respond to global climate change, and provide a wide range of investment opportunities for members of the Blue Economy International Alliance.

At the forum, there were three special discussions on "offshore engineering equipment", "offshore oil and gas deposits and emerging marine industries", "green ports and shipping".

The guests at the second symposium were Karl Kristin Schmidt,  the Chairman of the Nordic Marine Think Tank, Selena Schneider, the Dean of the Aquaculture School of the University of Sterling, and Gilles• Larycles, the Director of European and International Affairs of the French Institute of Marine Development, Zhou Liqing, the general manager of Sinopec Offshore Oil Engineering Co., Ltd., Luo Donghong, the chief development officer of CNOOC Nanhai East Petroleum Administration Bureau, Chris Bertanis, vice president of CNOOC Fulu Heavy Industry Co., Ltd., and Han Lei, the chairman of Hanyang Energy Pte Ltd. The seven guests discussed the current development trend of the global marine emerging industries and the difficult challenges they faced, and gave their views and methods on how to handle the development of the marine economy while maintaining environmental sustainability.

On the afternoon of the 14th, the forum held the closing ceremony of the International Forum of Blue Economy Entrepreneurs. At the closing ceremony, the Secretary General Pan Xinchun of the CODF made a summary and summarized the three aspects of the consensus reached at the forum. First of all, the conference considered that the blue economy is an innovative and exploratory economy, which requires bold practical demonstration. The blue economy is an economic development model that uses marine space scientifically, rationally develops marine resources, builds harmony between the human and the sea, and ensures sustainable development. The development of the marine economy can increase the configurable factor resources of coastal cities, expand the construction space of coastal cities, increase the influence of coastal cities in attracting high-end talent, high technology and high capital, and stimulate the momentum and vitality of coastal cities. The Chinese government attaches great importance to the development of the blue economy. In 2018, 14 demonstration zones for marine economic development were established in coastal provinces and cities, and staged results were achieved.

Secondly, the conference believed that the blue economy is a development-oriented economy that requires the right place, and the right people. It is China's most important human environment for seeking, doing, and accomplishing great things. The blue economy must continue to boldly explore practical demonstrations and develop experiences that can be promoted and replicated. The coordinated development of the Beijing-Tianjin-Hebei region, the integrated development of the Yangtze River Delta, the construction of the Guangdong-Hong Kong-Macao Greater Port Area and the construction of the Hainan Free Trade Port provide a broad space for the development of the blue economy. The transformation and upgrading of China's marine industry and the construction of a modern marine industry system have provided a strong impetus for technological innovation and development. Industrial transformation requires a lot of new technology support, which provides a strong impetus for technological innovation at home and abroad, and provides an excellent opportunity for the development of the marine high-tech equipment industry. The meeting considered that China's complete and solid industrial foundation is the best location. With 525 sub-categories and 12 major marine industries, China has become the only country in the world with all industrial categories in the UN Industrial Classification. China has a fast and convenient transportation network on land, at sea and in the air, which provides advantages for the development of the blue economy. The meeting held that China's stable environment and dynamic talent team are the best people and the talent guarantee for the development of blue economy. Chinese society is open and inclusive, willing to share with the world, build together, discuss opportunities for China's development, and promote common prosperity.

In the end, the meeting considered that the blue economy is an open and cooperative economy and that partnerships need to be built. Building a blue partnership is an initiative proposed by the Chinese government delegation at the United Nations Ocean Congress in June 2017. The Chinese government hopes that in global ocean governance, including the development of the ocean economy, it will actively build an open, inclusive, concrete, pragmatic, and mutually beneficial blue partnership with countries and international organizations to jointly address the ecological, development, technological, security, disaster, and climate challenges facing the ocean. The meeting held that it is necessary to work hard to build a good partnership of the Blue Economy International Alliance, gather the wisdom and strength of the members and all the initial members of the Blue Economy International Alliance, and make good preparations for the first member conference of the Alliance to accelerate the establishment of blue economy Information base, providing information services for alliance members. Establish affiliate website and WeChat public platform to provide shared platforms and services. Regularly hold alliance meetings to exchange blue economy development experiences, discuss blue economy development trends, and discuss issues that members care about, such as scientific and technological research and development and project cooperation intentions among members and so on. Make the alliance a member's home and do our best to serve its members. It must be a link and bridge between members and their members, members and governments at all levels along the coast of China, and countries along the maritime Silk Road. The meeting considered that the establishment of the Blue Economy International Alliance was just the right time. It was a major event, a good event, and a happy event for Chinese and foreign marine enterprises and scientific research institutions. It must be a bridge to assist the development of the alliance members and a viable force for advancing the construction of the blue economy.

The International Forum of Blue Economy Entrepreneurs came to a successful conclusion in a warm atmosphere of gathering broad consensus, building cooperation platforms, building partnerships, and achieving fruitful results.
