On December 28, the China Oceanic Development Foundation(CODF) held the fifth session of the first council in Beijing. Sun Zhihui, president of CODF, former Director of the State Oceanic Administration(SOA), Lv Bin, deputy president of CODF, former secretary of the Bureau of Discipline Inspection of SOA, Sun Zhiyong, deputy president of CODF , deputy General Manager of China Huaneng Group, Pan Xinchun, Assistant president of CODF, Ke Wei, Secretary-General, Wu Ping, chief supervisor and nearly 30 members of the Board of Directors, Supervisors and representatives attended the meeting. The meeting was presided over by Comrade Pan Xinchun, Assistant president of the Board of Directors. The meeting reviewed and approved the work report of CODF made by president Sun Zhihui, the report on the financial income and expenditure of CODF in 2017, the draft management method for the spokesperson and legal counsel, and the draft resolution on the special fund for the protection and development of the Straits. The meeting agreed that Comrade Ke Wei resigned from the post of Secretary-General and decided that Comrade Pan Xinchun also served as Secretary-General of CODF.

At the meeting, the governors, supervisors and representatives fully affirmed the achievements of CODF in 2017 and put forward many constructive opinions on the development of CODF. Participants said that the work of CODF should serve and obey the strategy of accelerating the construction of a maritime power. It must actively carry out the construction of special funds for enterprises, assist enterprises to fulfill their environmental protection responsibilities, build an international blue industry alliance, and help Chinese enterprises internationalize.
