From December 8th to 9th, the first China-Europe Blue Industry Cooperation Forum hosted by the China Oceanic Development Foundation (CODF) was successfully held in Shenzhen. Wang Hong, Director of the State Oceanic Administration(SOA), Kalmenu Vera, EU Commissioner for Environment, Ocean Affairs and Fisheries, Deng Haiguang, Vice Governor of Guangdong Province, and Chen Rugui, Mayor of Shenzhen attended the opening ceremony and delivered a speech. Wang Weizhong, Secretary of the Shenzhen Municipal Party Committee, Shi Wei, ambassador of EU Representative in China and Lin Shanqing, Deputy Director of SOA, attended the opening ceremony. The opening ceremony was hosted by Sun Zhihui, president of CODF. Nearly 300 entrepreneur representatives and experts from more than 10 countries attended the forum.

The theme of the forum was “Blue Partnership and Win-Win”. Participants discussed and promoted the cooperation between China and Europe in blue industry and promoted the establishment of the International Blue Industry Alliance around the theme of marine economic development, marine industry upgrading and marine science and technology innovation. The forum also set up four sub-forums: “Marine high-end equipment and electronic information development”, “transition and upgrading of marine traditional industries”, “sustainable comprehensive utilization of marine resources” and “blue growth and future industries”.

In his speech, Wang Hong pointed out that the ocean is the blue link that carries the political, economic, cultural and scientific exchanges between China and Europe. China and the EU are each other's largest trading partners, and they are all important economies supported by the ocean. For the development of the marine economy and the promotion of "blue growth", China and the EU have a strong desire for cooperation and broad prospects for cooperation. The cooperation between China and the EU's ocean policy has also expanded the interests of the Chinese and European marine industries and sea-related enterprises, laying a solid foundation for the development of blue industry cooperation. The Chinese government has been committed to providing more effective and accurate services for “going out” and “bringing in” sea-related enterprises by promoting inter-governmental cooperation in the ocean.

Wang Hong said that the purpose of this forum is to establish a normalized communication platform for China-EU sea-related enterprises, scientific research institutions, financial institutions and industry associations, and promote pragmatic cooperation. He hoped that China and the EU should adhere to the principles of mutual trust, mutual assistance and mutual benefit, effectively mobilize and integrate capital, technology and human resources, carry out pragmatic cooperation in the entire industry chain, jointly expand the "blue market", share "blue technology" and cultivate " Blue kinetic energy, to achieve "blue growth", to usher in a bright future for the development of China and Europe.

    In recent years, China's overall strength of the marine economy has steadily increased, and it has shifted from a high-speed growth stage to a high-quality development stage, and is in the process of optimizing the economic structure and transforming the growth momentum. However, the Chinese government attaches great importance to the construction of marine ecological civilization, with the goal of building a beautiful ocean, and correctly handles the relationship between man and nature as the core, and promotes marine ecological environmental protection work at all levels, including the full implementation of the marine main functional zone strategy and gradual improvement, improving marine environmental protection legal system, strengthening management and control of marine resources, and carrying out marine ecological environmental protection and restoration. At the same time, China has vigorously promoted mutually beneficial cooperation based on the blue economy in recent years, including the proposal of maritime cooperation under the “Belt and Road Initiative”, advocating the construction of a blue partnership, and pragmatically carrying out international cooperation in the maritime field. There is a problem that the labor system of shipyard is unreasonable, the proportion of skilled professional workers is not high, and the proportion of outsourced workers is too high.
