The 2020 Marine Public Welfare Organization Symposium Held in Qingdao

Public welfare force is not only an indispensable energy source but also a powerful practitioner in the construction of marine ecological civilization. On August 7th, to further exchange the experience of beach cleanup public welfare activity and discuss the innovative development of the 4th National Clean Beach Public Welfare Activity under the background of the normalization of epidemic prevention and control, China Oceanic Development Foundation organized a symposium for marine public welfare organizations in Qingdao, which was hosted by BlueRibbon Ocean Conservation Association. Pan Xinchun, Secretary-General of China Oceanic Development Foundation, attended the meeting and delivered a speech, and the Deputy Secretary-General Xiang Youquan presided over the meeting. Heads of 13 marine public welfare organizations from 10 coastal provinces and cities attended the meeting.

On September 19th, the 4th National Clean Beach Public Welfare Activity of "Guarding the beautiful shoreline, We act together" will be held in coastal provinces and cities across China. However, under the background of the normalization of epidemic prevention and control, how to do this activity realistically, carefully and well has become the common focus of all marine public welfare organizations involved. At the beginning of the symposium, Secretary-General Pan Xinchun clearly stated that on the one hand, the epidemic situation and safety protection should always be placed in the most prominent position in the process of organizing activities; On the other hand, the local should be encouraged to take the initiative to innovate and create brand activities with rich and diverse forms and lively content that can resonate with the society.

Around the theme of this symposium, the representatives of marine public welfare organizations who participated in the on-site discussion offered many suggestions, providing many experiences, ideas and practices in the construction of marine ecological civilization. Xin Hao, Secretary-General of Green Zhejiang, introduced excellent practices of the organization in mobilizing public figures and advocating marine protection. In this year's Beach Cleanup Public Welfare Activity, the way of "Beach Cleanup Activity + Ocean Forum" will be adopted, with the assistance of unmanned aerial vehicles, underwater robots, live broadcasts and other scientific and technological means to attract extensive participation from all walks of life. Ma Haipeng, Executive Secretary of Shenzhen Blue Ocean Conservation Association, also introduced the active exploration and attempts in the field of marine ecological protection, organizing a series of public welfare activities including marine garbage art exhibition, international children's ocean festival, coastline hiking, and unmanned beach cleaning, etc.; In this year’s activity, the multi-space cleaning of "beach + seabed + water surface" will be realized by setting up folk environmental protection sailing teams and volunteers. Pu Bingmei, Secretary-General of the BlueRibbon Ocean Conservation Association, introduced the innovative planning of the association's organizational activities from the beginning of the first National Clean Beach Public Welfare Activity in 2017, including just cleaning the beach at the beginning, watching the movie about beach cleanup, and organizing the Blue Public Welfare Running. Various activities have attracted wide attention from all walks of life; This year, BlueRibbon Ocean Conservation Association will also carry out many activities in different cities and batches to drive more public to participate in the practical actions of protecting marine ecology.

In terms of safety prevention and control, Zhang Tao, Secretary-General of Tianjin Green Friends Ecological Culture Promotion Association, suggested that in addition to the regular safety notification section and the preparation of first-aid medicine boxes, a safety officer system could be added during the activities in which the safety officer is fully responsible for on-site management and control, and once the risk factors against safety were found, the activity would be stopped immediately. Pu Bingmei, Secretary-General of BlueRibbon Ocean Conservation Association, also proposed that in addition to the existing activity insurance and risk warning sections, targeted on-site safety guidelines could be formulated according to the epidemic situation in various places.

Teng Zhengguang, Director of the Ocean Management Professional Branch of Pacific Society of China, pointed out that the National Clean Beach Public Welfare Activity is an important and grounded work, and hoped that marine public welfare organizations could continue to carry out the marine ecological protection, enabling more people to know and participate in the construction of marine ecological civilization.

After carefully listening to the achievements and experiences of marine ecological protection shared by representatives of various organizations, as well as their suggestions on this beach cleanup activity, Secretary-General Pan Xinchun talked about three feelings of this symposium: being educated, inspired and encouraged. He was also more confident in developing the construction of marine ecological civilization in the future. He said that "We want to organize such good activities in various forms, with volunteers willing to participate, supported and concerned by the government, and recognized and publicized by the media. China Oceanic Development Foundation is willing to unite with everyone to cooperate together and fully support marine public welfare organizations to carry out public welfare activities for the marine ecological civilization construction."

In addition, Secretary-General Pan Xinchun put forward three ideas on the cooperation with local marine public welfare organizations. First, the Foundation supported local marine public welfare organizations to continue to carry out the 4th National Clean Beach Public Welfare Activity in 2020, but all localities must strictly observe the bottom line and put epidemic prevention and safety at the priority of all work. Second, China Oceanic Development Foundation will focus on innovative projects in the future and provide long-term support for distinctive and effective projects. Third, the Foundation will strengthen the training and communication of national marine public welfare organizations and promote marine public welfare organizations to develop with characteristics, passion and achievements.

Finally, Secretary-General Pan Xinchun emphasized that marine public welfare organizations are crucial social forces outside the government and indispensable participants in building a Marine Potestatem. For this reason, the Foundation is willing to serve the organizations well and strive to make the marine public welfare force a leader, pioneer and innovator in the field of national public welfare with the joint efforts of everyone.
