The second working conference of the Marine Spatial Planning Academy,CODF(MSPA) was held in Qingdao on December 15, 2019. More than 50 members of the management committee of the institute, its director and vice director, member unit liaisons and main project leaders of the project attended the meeting.The Deputy President of the CODF and executive deputy director of the management committee of the MSPA Lv Bin attended the meeting and gave a speech. The meeting was chaired by Pan Xinchun, Secretary General of the CODF and President of the MSPA.

The Deputy President Lv Bin gave a welcome speech at the meeting and made a concluding speech. He said that since the establishment of the MSPA in December 2018, under the guidance of Xi Jinping's new era socialist ideas with Chinese characteristics, under the leadership of the MSPA Management Committee and the MSPA Committee, under the support of the MSPA Secretariat and member units, the MSPA actively implements the "One Belt and One Road" initiative, builds a community of marine destiny, serves the construction of a maritime power, supports the construction of the land and space planning system, gives full play to the role of social organization, and has achieved remarkable results and harvested fruitful results. He emphasized that each member unit closely focused on the overall requirements of the MSPA and actively promoted various work with outstanding highlights, which had far-reaching significance for establishing China's image, promoting Chinese solutions, and building international brands. The MSPA's work in 2020 must closely focus on the national strategy and the spirit of the Nineteenth National Congress of the Communist Party of China, and earnestly focus on the purpose of establishing the MSPA, and make every effort to implement the next step. First, the main leaders of each member unit must personally grasp the responsibility, and the responsible leaders must be specifically responsible. They should regularly listen to the unit's report on the progress of the project, study and solve the existing difficulties and problems in a timely manner. The second is that each member unit must work hard to expand the scope of the country for cooperation, so that China's solution and Chinese wisdom can benefit more developing countries and regions, and truly promote a community of common destiny in which China and developing coastal countries have interests, promote the sharing of ocean development opportunities, and lead the new trend of global ocean governance. Third, each member unit must continue to launch new ideas, speed up the existing work deployment in a down-to-earth manner, and make new achievements around the “One Belt and One Road” construction. The work of the MSPA involves a wide range and is of great strategic significance, which requires the strong support and concerted efforts of all parties. He hoped that, while carrying out various tasks, the MSPA will vigorously strengthen its own construction, explore the working mechanism and operating rules of the MSPA's open cooperation and win-win platform, establish an efficient operation and promote an orderly command system to manage Do not die, live without chaos, and truly achieve complementary advantages and win-win cooperation; Each member unit grasps the current work of the MSPA as its important business work, fully utilizes its resources and talents, and supports the MSPA to explore new fields, achieve new achievements, and achieve new breakthroughs. The President of MSPA Pan Xinchun made a work report at the meeting. He said that the work of the MSPA has received great attention from ministries and commissions such as the Central Office of Foreign Affairs, the Ministry of Foreign Affairs, the Ministry of Natural Resources, and the Ministry of Commerce, and has been fully recognized and supported by developing countries. In the past year, the MSPA actively carried out the international cooperation project of “Promoting Spatial Planning and Helping the Blue Economy”. Through the implementation of the project, the MSPA promoted the Foundation to sign memorandums of understanding with 7 countries including Madagascar, Pakistan, Bangladesh, Thailand, Fiji, Panama, Guyana and the Pacific Island Development Forum (PIDF); organized Bangladesh, Thailand's marine space Planning training courses and organized a field trip for Chinese marine entrepreneurs to Guyana. These activities have made important contributions to promoting Chinese culture, helping Chinese companies find greater development space, and promoting the development of the marine economy. He pointed out that the main work of the MSPA in 2020 includes: The first is to continue to work in four areas: assisting in the preparation of marine spatial plans, helping to train marine managers, developing a blue economy, and promoting capacity building related to marine management; The second is that, based on the planning of China's marine main functional zones and marine functional zoning, focusing on helping recipient countries develop their economies, absorbing the excellent ideas of other countries, and compiling guidelines and teaching materials for marine spatial planning cooperation; The third is that, relying on the "Blue Economy International Alliance" set up by the CODF to promote the implementation of Chinese companies' investment projects in recipient countries. Fourthly, issue-oriented domestic applied research projects are provided for decision-making of Chinese government departments. The fifth is to increase the publicity of the MSPA and actively carry out international technical exchanges in marine space planning.

At the meeting, the vice presidents and representatives of each member of the institute reported on their work in 2019. The Secretary of the National Marine Technology Center Chen Wujun, the Deputy Director of the First Ocean Institute of the Ministry of Natural Resources Wei Zexun, the Secretary of the Second Ocean Institute Wang Xiaobo, the Director of the Island Research Center of the Ministry of Natural Resources Chen Hui, the Professor Han Limin of the Ocean University of China, and Professor Xue Xiongzhi of Xiamen University, the Deputy General Manager of the China Communications and Water Transport Planning and Design Institute Qian Liming,, and the Vice President of Qidi Design Group Zhang Bin separately reported on the progress of the marine space planning cooperation projects in 9 countries including Thailand, Panama, Papua New Guinea, Mozambique, Bangladesh, Sri Lanka, Mauritius, Fiji, Guyana, and the high-quality development of island tourism in China and the marine space planning projects in the Xiamen-Jin Sea.

The Director of the Third Ocean Institute of the Ministry of Natural Resources Chen Xiaofeng, the Director of the National Marine Information Center Wang Jiangtao, the Senior Engineering of the National Marine Environmental Monitoring Center Wang Quanming, the Director of the Planning MSPA of CNOOC MSPA Zhu Haishan, and the director of the Fujian Ocean Institute Lian ZhangFei reported on work in the areas of remediation, coastal zone special research, land and space planning, offshore oil and gas exploration and development, and international training.

The Deputy Secretary-General of the Foundation and the Deputy Director of the MSPA Xiang Youquan announced two decisions on behalf of the Foundation: (1) Comrade Han Jiaxin was replaced by Comrade Chen Wujun of the National Ocean Technology Center as a member of the management committee of the MSPA and the executive vice president of the MSPA. (2) Fujian Ocean Institute was added as a member of the MSPA, with the Director Lian ZhangFei as the vice president of the MSPA. At present, there are 13 members of this MSPA.

After the working meeting, the MSPA held a seminar on international cooperation in marine spatial planning. The director Pan Xinchun explained the key issues and countermeasures in the implementation of marine space planning projects, clarified the project positioning, introduced the concept, methods, procedures and requirements of international cooperation, which has important guiding significance for future work. The Vice President Xiang Youquan explained the project management methods of the Institute, explained the project application procedures, implementation steps, budget management, etc., and further standardized project management rules. The Secretary of the National Marine Technology Center Chen Wujun explained the key technologies of marine space planning and Cambodia's practical cases, and fully explained the methods, procedures and major issues that should be paid attention to when developing marine space planning in the recipient countries. Subsequently, the participants discussed the current hot issues in the implementation of marine space planning projects. Through discussions and exchanges, each member unit's understanding of marine spatial planning was further unified, the working ideas of member units were effectively expanded, and confidence and determination in international cooperation were strengthened.
